Graham Schmidt is a Senior Vice President and consulting actuary for Cheiron EFI. He is an Associate of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, and a Member of the American Academy of Actuaries.

Graham currently serves as the consulting actuary to a number of public sector plans, including “Act ‘37” county retirement systems, transit districts, and public agencies.

Graham’s specialized areas of expertise include actuarial audits, accounting/disclosure issues and OPEB analysis. He heads EFI’s practice in retiree medical benefit trusts – leading in the development of over a dozen tax-advantaged union-run trusts that provide pooled lifetime benefits under a fixed contribution.

Graham is a frequent speaker at public employer conferences, on topics including Financial Economics, Asset-Liability Management and GASB45/OPEB issues. In recent years, he has spoken at SACRS meetings, including the UC Berkeley Investment Management Program, as well as national meetings sponsored by NCPERS, the Society of Actuaries, the Academy of Actuaries and other regional organizations, such as CALAPRS.

Graham is the SACRS representative on the California Actuarial Advisory Panel, a legislatively-established organization tasked with providing expert actuarial advice to public employer-sponsored retirement systems in the State of California. Graham is a member of the Academy of Actuaries Public Plans Subcommittee and the Conference of Consulting Actuaries Public Plans Committee, the primary actuarial committees dealing with public sector retirement issues in the US. Graham has also served on the Society’s Retirement Plans Experience Committee (RPEC), the Committee responsible for developing mortality tables.
