1 - PPA Update / Overview

The speakers explore where PPA is today, what we have learned, and where it appears to be headed. The session places particular emphasis on recent developments including funding relief under PRA 2010 and the final and proposed hybrid plan regulations. The panelists review the basics of the funding relief options, including the issues related to plans with PPA delayed effective dates, the complexities of the “cash flow rule” that may limit the relief available to certain employers, the impact on certain benefit restrictions and the notification requirements for plan sponsors electing relief. They also provide an overview of the key provisions of the hybrid plan regulations, and discuss changes that sponsors may need to make to their hybrid plans in 2010 and 2011.

The presenters provide an overview of actuarial professionalism tools, as well as the part that the ABCD plays in the professionalism process. How does our Code benefit us and our clients? What happens to actuaries who breach the Code? The first half of this session is a great opportunity to get an actuarial professionalism update.

In addition to considering cases involving possible violations of the Code of Professional Conduct, the ABCD provides guidance to actuaries who ask for help in interpreting and applying the Code and/or actuarial standards of practice (ASOPs). During the second part of this session, members of the ABCD discuss the Request for Guidance (“RFG”) process. Mock RFGs or audience provided RFG examples are discussed.
